USER MMSI Federal MMSI's are issued by the National Telecommunications and Information Administration. Non-Federal MMSI's are issued by the Federal Communications Commission (FCC). You will need to obtain a nine digit MMSI number and program it into the POLARIS. The information obtained from the application is useful to the U.S. Coast Guard to help in search and rescue operations.
