This is because the phone is designed to operate at multiple power levels so as to use only the power required to reach the network. In general, the closer you are to a wireless base station antenna, the lower the power output. Before a phone model is available for sale to the public, it must be tested and certified to the FCC that it does not exceed the limit established by the government-adopted requirement for safe exposure. The tests are performed in positions and locations (e.g., at the ear and worn on the body) as required by the FCC for each model. The highest SAR values for these model phones are: FCC ID: OVFKWC-KE4X3 (Phone model: KE413) Head: 1.32 mW/g; Body-worn: 0.544 mW/g. FCC ID: OVFKWC-KE4X4 (Phone model: KE414) AMPS mode - Head: 1.39 mW/g; Body-worn: 0.686mW/g PCS mode - Head: 1.46 mW/g; Body-worn: 0.524 mW/g. (Body-worn measurements differ among phone models, depending upon availability of accessories and FCC requirements. The body-worn SAR values provided above were obtained by using Kyocera Wireless Corp. [KWC] supplied and approved case CA90-G2603-01 and universal belt clip 55-B1795-01).
