When Full bleed is selected, the other features on the Layout tab and all the features on Finishing (except Separation), and Publishing tabs are unavailable. With Full bleed selected, Scaling is fixed at 100% regardless of the print size and page size combination. Ensure that the selection in Basic > Print size is larger than the page size. For example, with Full bleed selected, and in the Basic tab you select Print size > Letter and Page Sizes > Envelope #10, the document will contain white space for you to trim after printing.
