Allows properly validated users to place priority calls. If necessary, users can preempt lower-priority phone calls. Also allows the use of the call-forward alternate party (CFAP) feature for forwarding a precedence call. Allows a user to press a single Transfer softkey and then go onhook to complete a call transfer.
