Default value is 20. For example: WDAService=yes disableNotice=no disableCancel=yes noticeTime=0. In this scenario, count down prompt is displayed if WDM configuration is received, but you are not allowed to cancel system reboot, and amount time of count down prompt is set to default value (20 seconds).
