Make sure that the lap portion of the belt is tight around the child restraint system and the shoulder portion of the belt is positioned so that it cannot interfere with the child's head or neck. 3) Make sure that the retractor has converted to the ALR mode by trying to pull webbing out of the retractor. If the retractor is in the ALR mode, the belt will be locked.
