Make sure you are in a region that supports Amazon Cloud Services. Also, make sure you have the Access Key details from Amazon. If the configuration settings were incorrect, the following screen would indicate an error. For Amazon's Access Key / Private Key, you can find these information under your Account/Console  Security Credentials page.
