FTOS sends an arp request prior to forwarding an IP packet. If a reply is not received, FTOS repeats the request three times. These packets are counted in encapsulation failed. The number of bytes in the packet are too small. The length of the packet was not correct. The incoming broadcast/multicast packet did not have any listener.
