The report cannot be deleted and the permissions for the report cannot be modified.  Update and delete access - the report is visible in the list, and may be edited or deleted. The permissions for the report cannot be modified.  Full access (ownership) - the report is visible in the list, and may be edited or deleted. Permissions can be changed when you have Full Access, but this also requires that you have the Administrator > Object Permissions privilege set in your operator profile.
